The U.S. Department of Defense Advanced Distributed Learning (ADL) Initiative (1999–2026) drove the development of SCORM, xAPI, cmi5, and the Total Learning Architecture. This archive preserves its most valuable specifications, guides, policy documents, and research reports.

Timeline

  • 1999 — Executive Order 13111 establishes the e-learning standards task force; the ADL Initiative is chartered.
  • 2000 — SCORM 1.0 released — the first interoperable e-learning standard.
  • 2001 — SCORM 1.2 released and widely adopted across DoD and industry.
  • 2004–2009 — SCORM 2004 2nd, 3rd, and 4th editions add sequencing & navigation and content aggregation.
  • 2013 — xAPI v1.0.1 (IEEE P9274.1.1) released — statement-based learning records beyond the LMS.
  • 2016–2019 — cmi5 emerges as the xAPI profile for LMS content; DoD policy begins mandating xAPI/cmi5.
  • 2019–2023 — Total Learning Architecture (TLA) research: ELRR, ECC, DATASIM, MADLx, CaSS, SoLaR, SF298.
  • 2023–2026 — ADL transitions to the Defense Human Resources Activity (DHRA); the program is decommissioned in March 2026.
